Consumer Advocates work with permanent members of staff, to focus on the services provided by water companies, in the area they have been appointed. They will also be a customer to at least one of the water companies in their region.

Gill Holmes

Appointment from April 2015.

Former Senior Manager and Legal Adviser to lay Justices’, Courts’ Service (Bedfordshire);   Admitted Solicitor 1992;  Certificate in Management, Henley Management College;  Independent Person (Standards Issues) for four local authorities in the Eastern Region; Volunteer Governor of Primary Academy.

Graham Dale

Appointment from March 2017.

Chartered Engineer and Chartered Environmentalist;  Director of G Dale Consulting Ltd. Experienced and effective senior business and technical leader with in supply chain management, quality, environment and health & safety; former Director of Britvic Plc; former Manager, Van den Bergh/Brooke Bond Foods.  8 years Deputy Chair of High Easter Parish Council, established Rural Housing Trust scheme, and founder and Chair of Local Youth club.

Paul Quinn

Appointment from April 2015.

Environment and Sustainability Professional. Worked for the Environment Agency and its predecessors for 36 years having leadership roles in Policy, Strategic Planning and Operations, most latterly as the Midlands Region Strategic Environment Planning Manager. A founder of the Gloucestershire Environment and Business Forum; previously the EA representative on the Board of Sustainability West Midlands; Chair of Climate East Midlands Management Group and: a member of Advantage West Midlands Waste Management Panel. A Chartered Waste Manager.

Christine Cleveland

Appointment from June 2021.

Christine Cleveland was previously CEO of a Surrey based charity supporting carers and after a long career as a Senior Executive working in the fields of education, health and social care.
In 2019, Christine was fortunate to be elected as a local independent Councillor for Epsom and Ewell Borough Council being a good advocate and supporting local residents with any burning issues they have.
Christine has also previously worked within the water industry for eight years at WRC PLC (formerly The Water Research Centre) and was responsible for the sales and marketing of the thousands of publications that they produced.

Doug Taylor

Appointment from October 2018

Enfield councillor and former Leader of Enfield Council. Current Chair of the Council’s Pensions Investment committee. Considerable experience as a consumer advocate and representative particularly within financial services, extensive leadership and committee and board chairing experience. Over 20 years’ experience as a senior manager in not for profit organisations.

Former Which? campaign strategy director; former Deputy Chief Executive of the British Society for Rheumatology; former acting Managing Director of National Union of Students Holding Ltd; former National Director of the National Union of Students employing 80 staff with a £3 million annual budget. Also a former Director of NUS Services.

Current Governor of Capel Manor College, Governor of Pensions Policy Institute, Board Director of London Sports Board, Director NUS Holdings Ltd, current Member of the FCA consumer panel.

Hannah Buddry

Appointment from October 2022

Hannah is a current Masters student in Global Health and Development at UCL. Having previously studied Anthropology and volunteered in Romania with disadvantaged Roma children, Hannah has gained an interest in social justice. She hopes to use her voice, as well as her education, to help and educate others and to therefore make a difference for vulnerable customers.

Joanna Lawino

Appointment from June 2021.

Joanna has a long career in public policy, development and project delivery, working with the NHS and government departments in the UK and Uganda.

Joanna’s recent experience is in delivering government major programmes, spanning multiple sectors, including transport, defence, infrastructure and health. Joanna is skilled in risk, assurance, governance, stakeholder management and passionate about improving  project standards.

She has a background in law and having completed her LLB (Hons), and a Master of Business Administration (MBA). She is particularly interested in corporate governance, public governance, and environmental sustainability. Joanna is passionate about holding water companies to account and improving consumers access to information.

Lynn Gould

Appointment from June 2021.

Lynn has worked in retail and had a long career in consumer affairs as an adviser, lecturer, press officer, policy maker, networker and representative. Always concerned to address matters according to the consumer principles of Access, Choice, Information, Equity, Value for Money, Safety, Representation and Redress, Lynn hopes to work on CCW’s initiatives from the perspective of the ‘ordinary consumer’. She lives very close to nature, in a houseboat, on the River Thames – so she is ‘in her element’ in water. Her interests are thus in water quality, sewage and environmental issues generally.

Monica Costa

Appointment from November 2022.

For the past 20 years, Monica Costa has been a lifestyle journalist and influencer specialised in all things London, travel, movies, fashion, food, books, toys, music and parenting.

She was praised by former PM Boris Johnson and Mayor of London Sadiq Khan at public ceremonies for creating the biggest independent support network for mums and mumpreneurs in the Capital – online and offline.

Monica has been running the London Mums organisation and edited its quarterly magazine since 2007. Currently, the network counts a weekly outreach of 110,000+ across platform.

Monica aims to use her knowledge in understanding, growing and supporting local communities to engage with water consumers and create meaningful connections between customers and water suppliers.

Bhupendra Mistry

Appointment from April 2015.

Currently sits on the Boards of BBC Media Action, (formerly BBC World Service Trust) Manchester Metropolitan University, the Body Shop Foundation, Cedar Management Services and is Chairman of Kamla Foundation.

A former Board Member of Harvest Housing Group, Carnegie (UK) Trust, Fabrick Housing Group and NACRO (National Association for Care & Resettlement of Offenders). In addition, he also sat on the Advisory Boards of the Home Office and the Cabinet Office, working closely with senior Civil Servants and Ministers leading on the agenda to strengthen civil society.

Barbara Leach

Appointment from June 2021.

Barbara is back at CCW after a six-year absence. She spent seventeen years working for Ofwat and CCW. She worked as a Policy Manager in the Social Policy team before retiring, with a specific focus on vulnerable consumers and those struggling with debt.

John Walker

Appointment from June 2021.

John has spent most of his working life in rural North Yorkshire, where he has designed and developed housing services and strategies for vulnerable people and diverse and disadvantaged communities. He is passionate about achieving social and economic justice through meaningful and effective services that make a real difference in people’s lives and transform our communities.

With expertise in both statutory and voluntary and community sectors, he has assisted in the development of specialist housing services for socially excluded young people and persons with mental health difficulties.
He also helps out at a local environmental charity.

Angela Davies-Jones

Appointment from April 2015.

Solicitor and Mediator; Angela was a former Director and Compliance officer for legal Practice and is now a consultant for Milwyn Jenkins and Jenkins. She has a LLB (Hons) and LLM in Environmental Law and Management (Aberystwyth University);  Angela is a former President of the Mid Wales Law Society; member of the External Advisory Board of the Centre for Welsh Legal Affairs Aberystwyth University and a former member of the Mid and West Wales Courts Board. She is a member of UK Environmental Law Association, Agricultural Law Association and Resolution  and  is a group Observer for Mid Wales Advanced Motorists.

Bob Gilchrist

Appointment from April 2015.

Chartered Civil Engineer; Chartered Environmentalist with a particular interest in sustainable development; Fellow of Institution of Civil Engineers; Bob has extensive Design and Project Management experience in Water and Public health Engineering in the UK and overseas; examiner with the Institution of Civil Engineers; previous Director of Environmental Campaigns Ltd – a charity working with the community to improve local environments; Treasurer of local Rugby Club; Member of a large Welsh choir; moving towards fluency in Welsh language.

Llior Radford

Appointment from June 2021.

Llior’s background and experience comes from high street fashion (clothing) –creating commercial and sellable clothing ranges for reputable high street retail names. Once an opportunity came to move from London and back to her home of Wales, she followed and pursued a career in FMCG, bringing in commercial background to the food and drink sector working within SME’s.

Her key experiences are marketing, buying, design, promotional activity, NPD, and product processes (operational) to shelf ready stage and into stores (volume high food products).

Her day to day focuses more on her external Director and nonexecutive Director roles as well as her Consumer Advocate role within CCW ensuring that North Wales People are being well represented.

Gudrun Limbrick

Appointment from April 2015.

Socio-economic research specialist; consultant and business owner; founder and trustee of the Handsel Trust; founder of the Former Children’s Homes website; widely published on range of socio-economic topics; writer and publisher; Masters in Research and Social Policy from the University of Birmingham; Honours degree from the University of Oxford.

Mike Short

Appointment from April 2015.

Retired Director of Engineering in the Defence Sector; Independent Co-opted Member – Dorset Police and Crime Panel; Member – Dorset Schools Appeals Panel; Lay Member – Secretary of State and Lord Chancellor’s Advisory Committee on Justices of the Peace for Hampshire and the Isle of Wight.
